Added HUD Form 4350.3 - Owner's Summary of Family Exhibit 3-7 to the ORC reports in Scribe. Case: 11741

Added the VMS Type Description field to the Voucher Actions data source. Case: 11869
Added validation when finalizing a certification, for tenant-based subsidy types, to verify the unit's rent has not been changed since the certification was opened (loaded) on the Certification screen. Case: 11897

Other Updates:
Fixed a VMS issue, where vouchers for certain special programs (such as Non-Elderly Disabled and VASH) were incorrectly included in outgoing-portable data. Case: 11341
Fixed a bug on the Certification screen, where any edits to certain fields would be lost when clicking the Save icon the first time. (The fields affected were those where the initial data is copied automatically from the tenant's previous certification when a new certification is created.) Case: 11372
Fixed a bug on creating certifications, where field 2k on the Certification screen (FSS participation now or in the last year) was blank. This release includes data correction for historical certifications, as well as the fix for ongoing certifications. Case: 11679
Fixed a bug on adding new Utility Allowance Profiles, where a time value (hour and minute) was incorrectly included in the Begin Date field. This release includes data correction for existing profiles, as well as the fix for future profiles. Case: 11901
Fixed a bug on finalizing certifications, where the system would return an error if the Head of Household had an Alternate ID or Alien Registration Number, instead of a Social Security Number. Cases: 11864 and 11898
Fixed a bug on dual-subsidy tenants, where finalizing an End-Of-Participation certification for one program would incorrectly terminate participation in the other program, too. Cases: 10334 and 11894
Fixed the following bug on move-out prorations: If a tenant had an end-of-participation (EOP) effective early in a given month (such as the first or second day of the month), and if your agency then generated rent charges for that same month after the tenant's EOP was finalized, that tenant would be incorrectly charged a full month's rent. Case: 10149
